Thesis to this paper:  It is a federal requirement to provide a free and appropriate public education to children with disabilities yet many public schools lack and fail the ability to give proper and appropriate education. Due to this thousands of students across America with disabilities are facing poor academic outcomes. The question becomes why do they fail to give proper education to these kids
